An exporter is a business who buys eligible containers in NSW or ACT and supplies the container to another business outside that state or territory.

Some businesses buy containers that are eligible under a state or territory container deposit scheme (CDS) and sell or supply them to another business outside that state or territory. The NSW and ACT schemes treat these businesses as exporters, meaning they can claim a rebate for the containers.
